Scoring a victory for residents who have tried to limit the number of of payday loan and check cashing businesses along Independence Ave., the City on Tuesday denied an appeal by one business to continue operating.
For the last eight years, ACE Cash Express at the corner of Independence and Elmwood avenues, has operated without the proper zoning or documentation. It was not discovered, however, until last November when owner Russell Denson tried to sell the business and was denied.
The city noticed he had not been registering his business correctly despite being open and holding a valid business license since 1999.
In 2000, the city altered the ordinances that required payday loan operations to receive special permission from the city to operate. Denson, who lives in Houston, said he never received any notification and continued to run his business unaware of the ordinance change until the error was discovered late 2007.
The city, however, was able to prove that the owner of the building did receive notification back in 2000.
His appeal, which was formally heard on Tuesday afternoon, failed.

Police Identify two killed in traffic accident last night
From police:
The people killed in the fatal accident at 23rd and Montgall last night at about 8 pm have been identified as Tiffany A. Berry, 33, and Suavae R. Rouser, 14, of Kansas City. Two other passengers were in the car and they received minor injuries. They were daughters of Ms. Berry. Police have a 42-year-old male in custody who was driving the truck.
The male is a parole absconder and is being held on a no bond warrant. He will likely not be charged with any crimes related to the accident today.
Officers stopped the truck near 23rd Street and Myrtle because the vehicle was driving erratically. When the vehicle stopped, two passengers in the truck got out and were taken into custody by the officers. The truck fled the area westbound on 23rd street. The officers stayed with the passengers and told the dispatcher about the truck. Near 23rd and Montgall Avenue, the truck collided with a 1999 Chevrolet Malibu driven by Ms. Berry. The truck flipped onto its side and slid into the intersection of 23rd and Prospect where other officers were waiting. Officers took the driver into custody after he climbed out of the truck and tried to run away.
One of the passengers from the truck had cocaine in his possession. He was placed under arrest and is being held for possession of narcotics.

KC Museum tax could be siphoned to other museums

As if you weren’t taxed enough.
From the city that taxes you more and delivers you less, City Councilwoman Deb Hermann wants to pile on to the MIL Levy to its full compliment to fund other museums in town.
Let’s just remind our readership that a few on this list are Liberty Memorial and Union Station. You may remember that front-men for each of those entities promised that after the passage of specific support taxes for those causes, no additional tax revenues would be needed to support the facilities because a sacred trust was going to be establish to provide funding in perpetuity — read: forever.
Well “forever” apparently comes sooner here in Kansas City than it does in other parts of the world because now they’re back at the taxpayer’s door begging and whining for more.
Here’s some advice if this hits the ballot this August - fugghettaboutit!
This thing deserves the boot!

City opens Chouteau leaf and brush site Sunday for storm relief
The Kansas City Public Works Department is opening the leaf and brush drop-off site at 1815 N. Chouteau Trafficway — just south of the Missouri River — on Sunday, May 11 to assist residents affected by last week’s severe weather.
The site will be open from 8 a.m. to 6 p.m.
The North Chouteau Trafficway location and the site at 10301 Raytown Road — south of Interstate 470 — will have regular Saturday hours from 8 a.m. to 6 p.m.
Drop-off site rules are:
— If you use plastic bags, you must empty them and take them with you
— No duct tape or wire
— No grass clippings or trash
— Proof of residency, such as a driver's license or water bill, is required.
Public Works crews have completed targeted debris collection operations in the areas of the northland that were most affected by last weeks storm. Crews are now conducting a targeted collection in an affected area near Blue Ridge and 47th Street.

PIAC funds $83,000 project in Indian Mound
Last August Indian Mound submitted a Public Advisory Committee request for new sidewalks and curbing in front of the James Elementary School on the 5800 block of Scarritt Avenue. I am pleased to announce that the request has been approved.
Walks and curbing on both sides of Scarritt are to be replaced at a cost of $83,000. The paving will be paid for through the sales tax for public improvements.
Kansas City may be the only city in the nation where organizations and even individuals can nominate such projects. This year 950 requests were reviewed by PIAC, which is composed of citizen volunteers. The committee forwards its choices to the city council for final approval. Most requests are denied.
The badly deteriorated walks and curbing are a blight in front of the historic and handsome grade school. They create a poor environment for the students and project a dismal image to visitors, who include public officials and the press. Learning that they will be replaced is very good news indeed.

Police Board announces it will have a decision in Salva case by the end of May.
Police officials late Monday announced they expect a decision by the end of the month on the fate of two officers fired that ignored the pleas of a woman who claimed she was pregnant.
Last month officers Kevin Schnell and Melody Spencer went before the Police Citizens Advisory Board asking to be reinstated after Chief Jim Corwin fired them both last year for what he said was their "disregard for department policy."
In Feb. 2006 Schnell and Spencer pulled over Sophia Salva after witnessing her place a fake temporary tag in her car window. When they began to ask her questions and search her car, Salva claimed she was bleeding and asked for an ambulance.
Schnell and Spencer, according to the portion of the police dash camera video released to the media, ignored Salva and proceeded to arrest her and take her in to custody. Schnell and Spencer, at their hearing last month, said they thought, given Salva's previous record that she was lying to avoid going to jail - again. Schnell and Spencer in their testimony even pointed out that jail officials did nothing to help her after her arrival at the jail.
The case was not made public until last year when Corwin, during a press conference, lambasted the two officers for their misconduct and then fired them the next day.
The board will determine whether Corwin made the right decision or if the officers should be reinstated.

BREAKING NEWS: Police arrest two for drug dealing at Capri Motel
Officers from the Kansas City Street Narcotic Unit and SWAT arrested two today for dealing drugs out of the Capri Motel.Around 12:30 p.m. Wednesday, officers served a search warrent on the thrid floor motel room near the corner of Paseo Boulevard and Independence Avenue.
Sgt. Chip Huth, who lead the raid, said police had been watching the two for some time before they served the warrant today. The two had been living in the motel room and using it as a base for their dealing.
Huth said police have had some problems with drug dealing out of the motel in the past. Managers, who watched the arrest would not comment.
Police did not release the names of the man and the woman who were arrested.
